Question: Is the City, or the taxpayers of Medicine Hat, funding the infrastructure relating to the Coulee Ridge Development?
Answer: The infrastructure to service the Coulee Ridge Development will be serviced 100% by the Developers and will not be funded by the City of Medicine Hat, outside of established off-site levy municipal assists provided for any development.
Question: What is an Off-site Levy project and how does it apply to Coulee Ridge?
Answer: Off-site levy projects are established under bylaw by the City of Medicine Hat and cover infrastructure projects that are required outside of a development area. In the case of Coulee Ridge, all infrastructure being installed inside of the overall Cimarron boundary will be a developer cost and will not involve City funding in any way. One example of an Off-site Levy project for the Cimarron area will be the long term upgrading of South Boundary Road. As traffic flows increase on the existing roadway, for existing and new developments, the City will work to upgrade this roadway and use the funds collected from developers including Coulee Ridge, through the Off-site Levy program, to pay for this project.
